The Small Business Administration's Office of Advocacy has submitted comments on the mandatory country-of-origin labeling law, saying that small meat processors and retailers will be hit hard if COOL is imposed.

The SBAOA argued that retailers would incur increased costs because producers and suppliers would not differentiate labeling products sent to retailers – at least not without compensation. In addition, small meat processors would need to increase their wholesale prices to cover the added costs associated with COOL compliance.
